Adaption of a number of instruments with regard to the regulatory procedure with scrutiny, "omnibus" Regulation, Part One

PURPOSE: to adapt a number of instruments subject to the co-decision procedure laid down in Article 251 of the Treaty (‘omnibus’ Regulation – Part One) to the regulatory procedure with scrutiny.

LEGISLATIVE ACT: Regulation (EC) No 1137/2008 of the European Parliament and of the Council adapting a number of instruments subject to the procedure laid down in Article 251 of the Treaty to Council Decision 1999/468/EC, with regard to the regulatory procedure with scrutiny – Adaptation to the regulatory procedure with scrutiny – Part One.

CONTENT: having reached agreement with the Parliament at first reading, the aim of this Regulation is to amend a number of instruments in force that must be adapted to the regulatory procedure with scrutiny, introduced by Decision 2006/512/EC.

The Regulation brings together 59 legislative acts concerning various areas of Community policy (the list of acts can be found in the annex to the Regulation).

Decision 2006/512/EC amended Decision 1999/468/EC laying down the procedures for the exercise of implementing powers conferred on the Commission. It introduced the new procedure for measures of general scope designed to amend non-essential elements of a basic instrument adopted in accordance with the co-decision procedure.
