Mobilisation of the EU Solidarity Fund: flooding in Poland, Slovakia, Hungary, Czech Republic, Croatia and Romania in 2010

The Committee on Budgets adopted the report drafted by Reimer BÖGE (EPP, DE) in which it calls on the European Parliament to approve, without amendment, the proposal for a Decision to mobilise the European Union Solidarity Fund.

According to the proposal, the European Union Solidarity Fund shall be mobilised for a total amount of EUR 182 388 893 to assist Poland, Slovakia, Hungary, the Czech Republic, Croatia and Romania following landslides and heavy flooding in 2010.

Members recall that the Interinstitutional Agreement on budgetary discipline and sound financial management foresees that where there is scope for reallocating appropriations under the heading requiring additional expenditure, the Commission shall take this into account when making the necessary proposal. They note that the Commission, by calling for additional commitments and payments to cover the needs of the EUSF at this early stage of the year, found no possibility for redeployment nor reallocating within and between headings concerned.

They propose that they are ready to consider the overall situation of payments in the context of the outturn of the 2010 Budget.
