Mobilisation of the EU Solidarity Fund: flooding in Italy in 2011

PURPOSE: to mobilise the EU Solidarity Fund to assist Italy hit by severe flooding in 2011.

NON-LEGISLATIVE ACT: Decision 2012/366/EU of the European Parliament and of the Council on mobilisation of the European Union Solidarity Fund, in accordance with point 26 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management.

CONTENT: the Interinstitutional Agreement of 17 May 2006 allows for the mobilisation of the European Union Solidarity Fund, within an annual ceiling of EUR 1 billion, over and above the relevant headings of the financial framework.

Regulation (EC) No 2012/2002 contains the provisions whereby the Fund may be mobilised.

The European Parliament and the Council have decided to mobilise the Solidarity Fund to provide the sum of EUR 18 061 682 in commitment and payment appropriations to assist Italy (Liguria and Tuscany) hit by severe flooding in 2011.

In parallel, an amending budget has been adopted in order to enter in the 2012 budget the corresponding commitment and payment appropriations (see BUD/2012/2057).
