EP Rules of Procedure, Rule 181 and 182: verbatim reports; audiovisual record of proceedings

The Committee on Constitutional Affairs adopted the report by Stanimir ILCHEV (ADLE, BG) on the amendment of Rule 181 of Parliament's Rules of Procedure concerning verbatim reports of proceedings and Rule 182 concerning the audiovisual record of proceedings.

The proposed amendments are as follows:

Rule 181 (1) of Parliament’s Rules of Procedure: according to the current version, translation of verbatim reports (CRE) into all official languages is to be provided. The report proposes that a verbatim report of the proceedings of each sitting shall be drawn up as a multilingual document in which all oral contributions appear in their original language, with no more translation.

Rule 181 (4): according to the proposed amendment, a translation into any official language of an extract from the verbatim report shall be made on request from a Member. If necessary, the translation shall be provided at short notice.

Rule 182: it is proposed to add a paragraph specifying that the proceedings of Parliament in the languages in which they are conducted, as well as the multilingual soundtrack from all active interpretation booths, shall be broadcast in real time on its website.

Immediately after the sitting, an indexed audiovisual record of the proceedings in the languages in which they were conducted, as well as the multilingual soundtrack from all active interpretation booths, shall be produced and made available on Parliament's website during the current and the next parliamentary term, after which it shall be preserved in the records of Parliament.
