Mobilisation of the EU Solidarity Fund: flooding in Slovenia, Croatia and Austria in 2012

PURPOSE: to mobilise the European Union Solidarity Fund to assist Slovenia, Croatia and Austria hit by flooding in 2012.

NON-LEGISLATIVE ACT: Decision 2013/714/EU of the European Parliament and of the Council on mobilisation of the European Union Solidarity Fund, in accordance with point 26 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management.

CONTENT: the Interinstitutional Agreement of 17 May 2006 allows for the mobilisation of the European Union Solidarity Fund, within an annual ceiling of EUR 1 billion, over and above the relevant headings of the financial framework. The conditions of eligibility to the Fund are detailed in Council Regulation (EC) No 2012/2002.

On the basis of applications submitted by Slovenia, Croatia and Austria.

to mobilise the Fund, concerning a flooding disaster affecting these Member States in 2012, the European Parliament and the Council have decided to mobilise the EUSF for a total amount of EUR 14 607 942 in commitment and payment appropriations for the financial year 2013.

An amending budget is adopted in parallel in order to formally enter this amount in the Union’s budget for 2013 in commitment and payment appropriations as required by point 26 of the Interinstitutional Agreement of 17 May 2006 (see 2013/2086(BUD).
