Dates of application and transitional provisions for chemical products
The European Parliament adopted by 441 votes to 108, with 11 abstentions, a legislative resolution on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) 2024/2865 as regards dates of application and transitional provisions.
The European Parliament adopted its position at first reading, taking over the Commission's proposal.
Regulation (EC) No 1272/2008 of the European Parliament and of the Council (CLP Regulation) sets out certain requirements as regards the classification, labelling, and packaging of substances and mixtures. That Regulation was amended by Regulation (EU) 2024/2865 of the European Parliament and of the Council, which, inter alia, introduced specific rules on the formatting of labels, deadlines for relabelling in case of changes in classification, information requirements for advertisements and distance sales offers and labelling requirements for filling stations. Regulation (EU) 2024/2865 also deferred the date of application of those rules.
This proposal postpones to 1 January 2028 the date of entry into application of the revised regulation on classification, labelling, and packaging of chemicals (CLP regulation). The proposal also amends the timelines for relabelling, mandatory formatting requirements, advertisements, distance sales and labelling of fuel pumps.
The proposal is part of the Omnibus VI package adopted by the Commission at the beginning of July 2025 to simplify EU legislation in the field of chemical products.
