Convention Establishing an International Claims Commission for Ukraine
The European Parliament adopted by 465 votes to 57, with 47 abstentions, a legislative resolution on the draft Council decision on the conclusion of the Convention Establishing an International Claims Commission for Ukraine.
Parliament gave its consent to the draft decision of the Council.
The draft Council decision concerns the approval of the convention establishing an International Claims Commission for Ukraine. The Union remains firmly committed to ensuring that Russia bears the legal consequences of the internationally wrongful acts it has committed against Ukraine, including the obligation to make reparation for any damages, loss or injury caused by these acts. The convention should therefore be approved.
The convention stipulates that the International Claims Commission for Ukraine will be an independent administrative body with international legal personality, operating within the institutional framework of the Council of Europe. The Claims Commission constitutes the second component of the international compensation mechanism.
The International Claims Commission will function as a fact-finding body tasked with reviewing, assessing, and deciding eligible claims, and determining the amount of compensation due in each case.
