Civil aviation: common rules, European Aviation Safety Agency

The Council reached a broad preliminary agreement on a draft Regulation on common rules in the field of aviation safety and the establishment of a European Aviation Safety Agency (EASA). COREPER was instructed to continue work, taking into account two issues:
- the application of the regulation to third country aircraft and
- the appointment of the Executive director by EASA's Management Board.
On the first issue there was consensus on giving the Commission one year to present adequate proposals; on the second, most delegations agreed to have the Executive Director designated by a majority of 4/5 of the Management Board on the basis of a list of persons submitted by the Commission.�
