1999 discharge: European Foundation for the Improvement of Living and Working Conditions EFILWC budget (Dublin)
2000/2166(DEC)
PURPOSE: presentation of the recommendation of the Council on the discharge to be granted to the Board of Administration of the Dublin Foundation regarding the implementation of the Foundations's budget for the 1999 financial year.
CONTENT: For the most part, the Council considers that the implementation of the revenues and expenditures of the Foundation is such as to permit it to be granted discharge. The Council welcomes the fact that the Court of Auditors was in a position to accord a statement of assurance on the reliability of the Foundation's accounts for the 1999 financial year.
It considers, however, that the Foundation still needs to make progress in the implementation of its budget by respecting the principle of annuality in spite of the time lag between the budgetary cycle and the operational cycle.
The Council stresses the need for the Foundation to continue to make efforts in regard to its administrative practices in order to reeduce to a minimum the use of the system of advances. It also calls on the Foundation to install a computerised general accounting system.
This said, it recommends that the European Parliament grants discharge to the Dublin Foundation regarding the implementation of its budget.
