Better law making. Interinstitutional agreement

The committee adopted the report by Monica FRASSONI (Greens/EFA, B) approving the conclusion of the interinstitutional agreement (IIA) on better law-making. In the formal recommendation for a decision, it said that Parliament must undertake not to accept the adoption of legislation involving implementing measures adopted under the co-regulation mechanism where that legislation does not explicitly include the provisions relating to verification and to a call-back mechanism as laid down in the IIA. Moreover, Parliament would reserve the right to bring proceedings before the Court of Justice against any legal rule adopted under the self-regulation procedure "which might encroach upon the prerogatives of the legislative authority and, hence, call Parliament's prerogatives into question".�
