The committee adopted the report by Michel ROCARD (PES, F) broadly approving the proposal under the 1st reading of the codecision procedure, subject to a few amendments calling for adequate funding for the 'two capitals' approach, and for each Member State concerned to nominate at least two cities, so there is some competition. �
