KAROLUS programme: exchange of national officials between administrations (amend. Dec. 92/481/EEC)

The rapporteur, Mr VON WOGAU (EPP, D), approves the Commission's proposal for extending the Karolus programme by two years. The amendments proposed by the rapporteur mainly concern the planning of the annual budget and commitology. The extension of the programme up to the end of 1999 should not entail new expenditure, insofar as the resources provided for in 1992 have not all been used. As it is proposed, Karolus will henceforth be directed as much at the public sector as at employees in the private sector within the European Union and associated countries (including the CEE countries). �
