Helios II: 3rd Community action programme for disabled persons. Evaluation 1993-1996. Report

The Committee adopted the report by Mr. Pierluigi CASTAGNETTI (EPP, I) on the evaluation of the Third Community Action Programme to assist disabled people (HELIOS II). According to the rapporteur, the HELIOS II programme has created favourable conditions to the involvement of the disability organisations at the European level and promoted rights of disabled people.The Amsterdam Treaty lays down the scope of Community Action on behalf of disable people. The rapporteur calls the Commission to draw up an action plan which would continue to offer structured opportunities for dialogue and consultation with NGOs and further develop contacts with the governments and the disability organisations.
