The committee adopted the report by Horst SCHNELLHARDT (EPP-ED, D) approving the proposal under the 1st reading of the codecision procedure, subject to just one amendment. Rather than specifying 1 January 2004 as the deadline by which Member States must comply with the directive, the committee wanted to see a greater degree of flexibility and therefore proposed that the deadline should be one year after the adoption of the directive.�
