Energy: internal market in electricity, cross-border exchanges, access to network. 'Electricity Regulation'

The committee adopted the report by Michael MOMBAUR (EPP-ED, D) broadly approving the Council's common position under the 2nd reading of the codecision procedure, subject to a few amendments. These dealt with (1) the involvement of regulatory authorities in the development of rules and mechanisms for the completion of the internal electricity market and (2) cross-border control zones. For reasons of consistency, the committee also amended the wording of Article 6(1) dealing with congestion management and the relevant paragraph of the Guidelines set out in the Annex. �
