Europol: Staff regulations, Director and Deputy Directors. Initiative Belgium, Netherlands and Luxembourg

The committee adopted the report by Gérard DEPREZ (EPP-ED, B) recommending that Parliament reject the initiative under the consultation procedure. While it agreed with the substance of the initiative, which it felt to be both timely and appropriate, the committee felt that Parliament should make a political point of rejecting it as the initiative, like many others, had been forwarded to Parliament simply for form's sake without being accompanied by an explanatory memorandum justifying and explaining it and such consultation was therefore merely a bogus exercise. Moreover, no action had been taken by Council on the recommendation recently adopted by Parliament, by a very large majority, calling for the Europol Convention to be replaced by a Council decision, which would ensure that Europol was incorporated into the EU institutional system and subject to democratic oversight.�
