The committee adopted the report tabling several amendments to the proposal under the consultation procedure. These were aimed at removing pelagic stocks from the scope of the proposal, on the grounds that they are migratory and therefore move in and out of Western waters. The committee argued that effort limitations were not therefore appropriate.
The report will be presented in plenary by committee chairman Struan STEVENSON (EPP-ED, UK) as the original rapporteur, Seán Ó NEACHTAIN (UEN, IRL), resigned as rapporteur after his proposed amendments aimed at maintaining the area known as the "Irish Box" as a separate sub-zone with specific effort allocations (on the grounds that it contains spawning and nursery grounds of special sensitivity) were narrowly rejected by the committee. �
