EC/Guinea fisheries agreement: protocol for the period from 1st January 2003 to 31st December 2003

The committee adopted the report by Juan OJEDA SANZ (EPP-ED, E) approving the conclusion of the agreement under the consultation procedure, subject to just two amendments reflecting the position that Parliament has consistently adopted with regard to the renewal of various fishing agreements. Believing that Parliament should be provided with better information to enable it to carry out its duties under the consultation procedure, the committee stipulated that, before undertaking any negotiations on renewal of the Protocol, the Commission should submit to Parliament and Council a general assessment report on the implementation of the Agreement. The report should include a cost benefit analysis which should in turn ensure that the financial compensation for special measures for sustainable development contributes to improving the living conditions of the people of the country concerned. Only after this report has been received and Parliament consulted should the Council authorise the Commission to enter into negotiations for adopting a new Protocol.�
