Youth for Europe: establishment of the 3rd European programme for the development of exchanges 1995-1999

1993/0474(COD)
The aim of this proposed European Parliament and Council decision was to adopt the third phase of the 'Youth for Europe' programme designed to promote youth exchanges in the Community. The programme covered the period from 1 January 1995 to 31 December 1999, and its aims were as follows: - to promote youth exchanges for young people aged 15 to 25; - to support innovative projects set up by young people for young people; - to enable young people to benefit from Community measures related to the general objectives of the programme; - to step up cooperation between Member States and between them and the Commission (in particular in order to provide young people with information); - to promote exchanges with young people from non-member countries. Special attention was to be given to disadvantaged young people so that they too could take part in exchanges. The annex to the proposal listed the five major types of projects which 'Youth for Europe' intended to carry out: intra-Community activities directly involving young people, activities for youth workers, cooperation between Member States' structures, exchanges with non-member countries and information for young people and youth studies. The programme had a budget of ECU 157 million over 5 years.
