Car industry: approval for the production of retreated pneumatic tyres, UN/ECE Regulation 108

PURPOSE: to present a proposal for a Council Decision on the accession of the European Community to United Nations Economic Commission for Europe Regulation No 108 on the approval of certain equipment (tyres in particular) for particular cars and their trailers. CONTENT: Following Council Decision 97/836/EC of the Council, the EC became a contracting party th the United Nations Economic Commission for Europe's (UN/ECE's) Revised 1958 Agreement on 24 March 1998 and acceded to 78 regulations appended to that Agreement. This Decision states that, in particular, that the Community may decide to implement a Regulation to which it had not acceded when it acceded to the revised Agreement if the Council approves that Regulation by a qualified majority after receiving the assent of the European Parliament. A new Regulation was adopted by the the UN/CEC on the approval of the production of retreaded rubber pneumatic tyres for cars and their trailers. In particular, this Regulation seeks to eliminate technical barriers in the trade of motor vehicles while ensuring a high degree of security and protection of the environment. Against this background, the proposal for a Council decision seeks the accession of the European Community to Regulation No 108 of the UN/ECE without it being however, integrated at present into the Community approval procedure for motor vehicles.�
