Foodstuffs, labelling: coffee and chicory extracts (simplify Directive 77/436/EEC)

The Commission takes the view that the initial proposal seeking to extend its field of competence to the alignment of the directive to technical and scientific progress would have resulted in the directive being administered and where necessary adjusted with greater efficiency. It considers that there is no justification for restricting this particular area of competence and is opposed to the Council's practice in this respect. The Commission also regrets the choice by the Council of a IIIa committee procedure regarding the internal market, contrary to the undertaking by the Member States in favour of the consultative committee.�
