National aid granted in compensation for losses of agricultural income caused by monetary movements

In adopting the report by Mr Christian JACOB (UPE, F), Parliament approved the proposal for a regulation on compensation for losses of agricultural income, with the following amendments:
- the measures being considered can only apply if the losses are not actually covered by other compensation payments under the agro-monetary scheme in force;
- applications for aid made by a Member State must meet two basic criteria:
. respect for the basic principles of the CAP, in order to prevent any re-nationalisation of agriculture,
. the applications must be in the Community interest and the requests for aid will be assessed with regard to the functioning of the single market;
- when examining a request for aid, the Commission must take account of how essential the aid is to the Member State concerned and must consider the proportionality between the amount granted and the objective being pursued;
- by 31.12.1996 at the latest the Commission will be required to present to Parliament the qualitative and quantitative criteria used for assessing the aid being granted and to produce a report showing the total amounts of national aid which have been authorized;
- measures are to be implemented for a system of controls to be applied to the granting of aid (measures adopted under Article 94 of the Treaty on European Union).
