1999 ECSC operating budget

1998/2013(BUD)
Adopting the report by Mr Jean-Antoine Giansily (UPE,F), Parliament approved the ECSC budget for 1999. Noting that the ECSC operational budget has definitely entered a phasing-out stage, as its funding is now entirely dependent on internal resources, Parliament notes that the ECSC has assets of currently EUR 1 200 bn. Parliament stresses the importance of aid for restructuring in this sector, where heavy job losses continue. For this reason, Parliament considers that a transfer of EUR 30 m to the general budget of the Communities is absolutely necessary to allow ad hoc funding of the RECHAR II and RESIDER II programmes. With regard to the PHARE programme, Parliament asks that appropriations be earmarked for the steel and coal sectors in the countries applying for membership. It also calls for a reduction in ECSC administrative expenditure.
