Amending budget 1/2005: section III Commission, revision of the organisation charts in connection with the appointment of the new Commission

PURPOSE : to present the preliminary draft amending budget 1 to the budget for 2005 (Section III-Commission).

CONTENT : this preliminary draft amending budget aims to adapt the Commission's section of the 2005 budget to the changes made by the revision of the services’ organisation charts in connection with the appointment of the new Commission.

It follows the Commission's decision of 22 December 2004 which translated in concrete form, at the level of the organisational charts of the Commission, the political repartition of the portfolios of the Commissioners within the new Commission.

This reorganisation has however to be taken into account also from the budgetary point of view. The present preliminary draft amending budget thus aims to make the necessary technical modifications to the 2005 budget.

Concerning the administrative expenditure, the relevant administrative lines have also to be adjusted according to the modifications to the allocations of human resources between the different policy areas concerned.

Several tables are presented in the annex to this document giving the details of the lines concerned by these budgetary modifications.

It should be added that the net effect of these changes in the budget for 2005 is budgetary neutral.
