Potatoe starch: quota system for the production, 2005/2006 and 2006/2007 marketing years
Parliament adopted the report draft by Janusz WOJCIECHOWSKI (EPP-ED, PL) by 546 votes in favour, to 23 against and 9 abstentions, on establishing a quota system in relation to the production of potato starch. This report was subject to the following amendments stating that the existing quota system should be rolled over for the next 4 marketing years (2005/06, 2006/07, 2007/08 and 2008/09). This quota system should allow for the possibility of transnational balancing-out with priority being given to the ten new Member States. The Commission shall present the Council, no later than 30 September 2008, with a report on the allocation of quota within the Community, accompanied by appropriate proposals. This report shall take account of any changes in the payments to potato producers and of developments on the potato starch and cereal starch markets. No later than 31 December 2008 the Council shall decide on the proposals from the Commission. No later than 31 January 2009 the Member States shall notify those concerned of the detailed rules adopted for the sector.
