European Environment Agency and European Environment Information and Observation Network. Codification

The Committee on Legal Affairs adopted the report drafted by Mr Francesco Enrico SPERONI (UEN, IT) approving, under the first reading of the codecision procedure, the proposal for a regulation of the European Parliament and of the Council on the establishment of the European Environment Agency and the European Environment Information and Observation Network (codified version).

Although the proposal was not the subject to any ‘formal’ amendments by the committee, it incorporates the recommendations of the Consultative Working Party of the legal services of Parliament, the Council and the Commission who made a certain number of technical remarks regarding the text of the codified proposal.

The only modifications made to the draft codification text are as follows:

• in the title of the act, the words "the establishment of" should be removed. As a consequence of such an adaptation, the title would read "Proposal for a regulation of the European Parliament and of the Council on the European Environment Agency and the European Environment Information and Observation Network";
• in Article 1(1), the word "establishes" should be replaced by the words "provides for";
• in Article 4(4), between the words "Member States may also" and "identify the institutions", the wording "by 30 April 1994" should be inserted (the wording should appear between two commas).

Apart from these aspects, the proposal is a straightforward codification of existing texts, without any change in their substance.
