It should be noted that on 26 July 2002, the Council authorised the Commission to notify the WTO that the European Community intended to amend the concessions for certain cereals in the European Community Schedule CXL annexed to the GATT and that it was willing to enter into negotiations and consultations with WTO members under Article XXVIII of the 1994 GATT agreement.
The negotiations between the Commission and the United States and Canada in the WTO
framework led to the conclusion of agreements in the form of exchanges of letters, signed respectively on 27 December 2002 (with the United States) and 31 March 2003 (with Canada).
The Commission then proposed the adoption of the corresponding amendments to the basic "cereals" Regulation 1766/92/EEC.
ENTRY INTO FORCE : 30 June 2003. It shall apply from 1 January 2003.
