Amending budget 2/2009: SESAR Joint Undertaking; European Centre for Disease Prevention and Control ECDC; European Railway Agency ERA; GMES operational services; Food Facility

On 2 February 2009, the Commission forwarded to the Council preliminary draft amending budget (PDAB) No. 2 to the general budget for 2009, which contains the following elements:

• inclusion of the establishment plan of the SESAR Joint Undertaking subsequent the modification of Council Regulation (EC) No. 219/2007 of 27 February 2007 on the establishment of a Joint Undertaking to develop the new generation European air traffic management system (SESAR);
• modifications to the establishment plan of the European Centre for Disease Prevention and Control (ECDC) subsequent the adoption of the 2009 budget wherein the reserve on the Centre's budget was lifted;
• technical adjustment to the establishment plan of the European Railway Agency (ERA) in accordance with the 2009 budget;
• update of the budgetary remarks of Article 02 02 11 (Preparatory Action – GMES operational services) and Item 21 01 04 05 (Facility for rapid response to soaring food prices in developing countries - Expenditure on administrative management).

The changes proposed in PDAB No. 2/2009 do not affect the general statement of revenue for the 2009 budget.

On 26 February 2009, the Council established draft amending budget No. 2 for the financial year 2009, as submitted by the Commission in its Preliminary draft amending budget No. 2 and as set out in the technical annex to this explanatory memorandum of the Council’s draft budget (see Council doc. 6953/09 ADD 1).
