Amending budget 8/2010: mobilisation of the EU Solidarity Fund; flooding in Madeira, Portugal, and storm Xynthia in France
On 14 October 2010, the Commission forwarded to the Council draft amending budget (DAB) No. 9 to the general budget for 2010, relating to the mobilisation of the EU Solidarity Fund for a total amount of EUR 66 891 540 in commitment and payment appropriations for Portugal following the severe floods on Madeira island and for France following the storm "Xynthia".
The corresponding payment appropriations are transferred to Article 13 06 01 (EU Solidarity Fund - Member States) from budget line 06 04 14 03 (Energy projects to aid economic recovery — European Offshore wind grid system).
At the simplified trilogue provided for in Point 26 of the Interinstitutional Agreement of 17 May 2006, an agreement was reached on the mobilisation of the Fund and on the amount proposed by the Commission.
The Council reached an agreement on both Commission proposals.
On 10 December 2010, the Council adopted its position on draft amending budget No 9 of the European Union for the financial year 2010 as set out in the technical annex to this explanatory memorandum (Doc 17633/10 ADD 1).
