Mobilisation of the EU Solidarity Fund: flooding in Slovenia, Croatia and Czech Republic in 2010

The Committee on Budgets adopted the report drafted by Reimer BÖGE (EPP, DE) in which it calls on the European Parliament to approve, unamended, the proposal for a decision of the European Parliament and of the Council on mobilisation of the European Union Solidarity Fund.

According to the proposal, these funds shall be mobilised to the amount of EUR 19 546 647 in commitment and payment appropriations in order to assist Slovenia, Croatia and the Czech Republic following heavy flooding in 2010.

Members recall that the IIA of 17 May 2006 foresees that where there is scope for reallocating appropriations under the heading requiring additional expenditure, the Commission shall take this into account when making the necessary proposal.

They note that the Commission, by calling for additional commitments and payments to cover the needs of the EUSF at this early stage of the year, found no possibility for redeployment nor reallocating within and between headings concerned.

They propose, pending Council's position, to consider the overall situation of payments in the context of the outturn of the 2010 Budget or in the context of another draft amending budget to be proposed by the Commission in the coming weeks.
