Court of Auditors' special reports in the context of the 2011 Commission discharge
The Committee on Budgetary Control adopted the report by Jens Geier (S&D, DE) on the Court of Auditors' special reports in the context of the 2011 Commission discharge.
In the motion for resolution, Members recall that the special reports of the Court of Auditors provide information on issues of concern related to the implementation of funds, which are thus useful for Parliament in exercising its role of discharge authority.
They state that the observations on the special reports of the Court of Auditors form an integral part of the resolution on discharge in respect of the implementation of the general budget of the European Union for the financial year 2011, Section III Commission.
Members concentrate on each of the special report in question and make a series of recommendations in view of improving the use of Community Funds.
To recall, the special reports concern the following:
- Special Report No 12/2011 entitled "Have EU measures contributed to adapting the capacity of the fishing fleets to available fishing opportunities?"
- Special Report No 13/2011 entitled "Does the control of customs procedure 42 prevent and detect VAT evasion?"
- Special Report No 14/2011 entitled "Has EU assistance improved Croatias capacity to manage post-accession funding?"
- Special Report No 16/2011 entitled "EU Financial assistance for the decommissioning of nuclear plants in Bulgaria, Lithuania and Slovakia: Achievements and Future Challenges"
- Special Report No 1/2012 entitled "Effectiveness of European Union development aid for food security in sub-Saharan Africa"
- Special Report No 2/2012 entitled "Financial instruments for SMEs co-financed by the European Regional Development Fund"
- Special Report No 3/2012 entitled "Structural Funds: Did the Commission successfully deal with deficiencies identified in the Member States' management and control systems?"
- Special Report No 4/2012 entitled "Using Structural and Cohesion Funds to co-finance transport infrastructures in seaports: an effective investment?"
- Special Report No 5/2012 entitled "The Common External Relations Information System (CRIS)"
- Special Report No 6/2012 entitled "European Union Assistance to the Turkish Cypriot Community"
