Common fisheries policy: collection and management of fisheries data, Community framework

PURPOSE: to establish a Community framework for the collection and management of the data needed to conduct the common fisheries policy. COMMUNITY MEASURE: Council Regulation 1543/2000/EC establishing a Community framework for the collection and management of the data needed to conduct the common fisheries policy. CONTENT: The Regulation on collection and management of the fisheries data provides for the establishment of a Community framework into which national programmes fit. The Commission is to define a minimum Community programme covering the information absolutely needed for scientific evaluations and an extended Community programme including, in addition, information likely to improve the scientific evaluations substantially. The Regulation aims to compile datasets that are directly comparable from year to year. It is based on six-year periods. An implementing regulation will describe in detail the data collection and management programmes and management rules for data handling, especially those relating to access to the databases. However, regarding the collection of economic data, the obligation to meet fully the provisions concerning the minimum programme will not apply until 1 January 2004 for the annual data per fleet segment and until 1 January 2006 for the annual data by type of processing industry.
