EC/Indonesia Framework Agreement on Comprehensive Partnership and Cooperation: accession of Croatia to the EU. Protocol

PURPOSE: to conclude, on behalf of the European Union and its Member States, the Accession Protocol to the Framework Agreement on Comprehensive Partnership and Cooperation between the European Community and its Member States, of the one part, and Indonesia, of the other part, to take account of the accession of Croatia to the European Union.

PROPOSED ACT: Council Decision.

ROLE OF THE EUROPEAN PARLIAMENT: Council may adopt the act only if Parliament has given its consent to the act.

BACKGROUND: the Protocol of Accession to the Framework Agreement on Comprehensive Partnership and Cooperation between the European Community and its Member States, of the one part, and Indonesia, of the other part, to take account of the accession of Croatia to the European Union, has been signed, subject to its conclusion. The Protocol should be approved.

The comprehensive Framework Agreement for Partnership and Cooperation between the European Community and its Member States, of the one part, and the Republic of Indonesia, of the other part, was signed in Jakarta on 9 November 2009.

Croatia has undertaken to accede to the agreements concluded or signed by the European Union and its Member States with one or more third countries or with an international organisation, in accordance with the Act concerning the conditions of accession of the Republic of Croatia and the adjustments to the Treaty on European Union, the Treaty on the Functioning of the European Union and the Treaty establishing the European Atomic Energy Community.

CONTENT: the draft Council proposal seeks to approve, on behalf of the Union and its Member States, the Accession Protocol to the Framework Agreement on Comprehensive Partnership and Cooperation between the European Community and its Member States, of the one part, and Indonesia, of the other part, to take account of the accession of Croatia to the European Union.

The proposed Protocol incorporates Croatia as contracting party to the Agreement.
