Amending certain Directives concerning food and food ingredients, outdoor noise, patients’ rights and radio equipment as regards certain reporting requirements
PURPOSE: to streamline the reporting requirements provided for in Directives (EU) 1999/2/EC, 2000/14/EC, 2011/24/EU and 2014/53/EU.
LEGISLATIVE ACT: Directive (EU) 2024/2839 of the European Parliament and of the Council amending Directives 1999/2/EC, 2000/14/EC, 2011/24/EU and 2014/53/EU as regards certain reporting requirements in the fields of food and food ingredients, outdoor noise, patients rights, and radio equipment.
CONTENT: reporting requirements play a key role in ensuring the proper monitoring and correct enforcement of Union legal acts. However, it is important to streamline such requirements to ensure that they fulfil the purpose for which they were intended and to limit the administrative burden.
Directives 1999/2/EC, 2000/14/EC, 2011/24/EU and 2014/53/EU of the European Parliament and of the Council contain a number of reporting requirements in the fields of food and food ingredients, outdoor noise, patients rights, and radio equipment.
All these legislative acts contain similar provisions, imposing requirements that have become unnecessary over time.
In line with the Commissions Communication entitled Long-term competitiveness of the EU: looking beyond 2030, the directive concerns limited and targeted changes of legislation in view of rationalising reporting requirements through a combination of measures:
- for Directive 1999/2/EC on foods and food ingredients treated with ionising radiation, and for Directive 2000/14/EC on the noise emission of outdoor equipment, this proposal aims to remove reporting obligations that are not necessary;
- for Directive 2014/53/EU on radio equipment, this proposal aims to reduce the frequency of the reporting obligation of Member States. Member States will submit to the Commission reports on the application of this Directive by 12 December 2027, covering the period from 13 June 2023, and every 5 years thereafter;
- for Directive 2011/24/EU on the application of patients rights in cross-border healthcare, the directive reduces the frequency of the reporting obligation. The Commission will, by 25 October 2027 and subsequently every 5 years thereafter, draw up a report on the operation of this Directive and submit it to the European Parliament and to the Council.

TRANSPOSITION : 28.11.2025 at the latest.
