Common rules for imports: suspension of certain parts of Regulation (EU) 2015/478 as regards imports of Ukrainian products into the European Union
PURPOSE: to protect the market access conditions for imports from Ukraine.
LEGISLATIVE ACT: Regulation (EU) 2025/1153 of the European Parliament and of the Council suspending certain provisions of Regulation (EU) 2015/478 as regards imports of Ukrainian products into the Union.
CONTENT: Regulation (EU) 2015/478 of the European Parliament and of the Council lays down common rules for imports of products originating in most third countries, including Ukraine. It also contains provisions on surveillance and safeguard measures.
Russia's war of aggression against Ukraine has, since 24 February 2022, seriously undermined Ukraine's ability to trade with the rest of the world. This is the case, for example, in the iron and steel sector, due to the occupation or destruction of iron and steel production facilities, but also in other sectors of the Ukrainian economy.
Taking into account the economic situation in Ukraine, the proposed Regulation aims to protect market access conditions for imports from Ukraine by suspending certain surveillance and safeguard provisions contained in Regulation (EU) 2015/478 as regards imports into the Union of products originating in Ukraine.
The Commission may adopt implementing acts to suspend the application of this Regulation in respect of a specific product originating in Ukraine for a period that shall not exceed 12 months, if imports of that product increase to a level that contributes significantly to the serious injury or threat of serious injury to Union producers of like or directly competing products.
