International Agreement on Olive Oil and Table Olives (2015): Amendment of Article 36
PURPOSE: to approve the amendment to Article 36 of the 2015 International Agreement on Olive Oil and Table Olives.
PROPOSED ACT: Decision of the Council.
ROLE OF THE EUROPEAN PARLIAMENT: Council may adopt the act only if Parliament has given its consent to the act.
BACKGROUND: the Union is a party to the International Agreement on Olive Oil and Table Olives, 2015, and a member of the International Olive Council. The Agreement entered into force on 1 January 2017 and will remain in force until 31 December 2026.
During the 119th meeting of the Council of Members of the International Olive Council on 25 June 2024, the International Olive Council adopted by consensus the amendment of Article 36 of the Agreement in order to allow the extension of the Agreement for periods of five years. The Union position in relation to the amendment of Article 36 of the Agreement was established in consultation with the Working Party on Commodities (PROBA).
CONTENT: the Commission proposes that the Council decides to approve, on behalf of the Union, the amendments to the International Agreement on Olive Oil and Table Olives, 2015.
The amendment to the 2015 International Agreement on Olive Oil and Table Olives provides that the Agreement remains in force until 31 December 2026, unless extended or terminated earlier.
The Council of Members may extend this Agreement for successive periods, not exceeding five years on each occasion. It may decide on the termination of this Agreement by consensus.
Notwithstanding the expiry or termination of this Agreement, the International Olive Council shall continue in being for as long as may be necessary for the purpose of carrying out the liquidation of the International Olive Council, including the settlement of accounts, and shall have during that period such powers and functions as may be necessary for these purposes.
In accordance with the Agreement, each Member shall notify the depositary of their acceptance of the amendment within the time fixed by the IOC. Following the timetable as agreed by the IOC, Members have to provide a depositary notification of acceptance of the amendments at the United Nations Secretary-General in New York before 25 June 2026.
