Union support for asylum, migration and integration 2028–2034
PURPOSE: to establish Union support for asylum, migration and integration for the period 2028-2034.
PROPOSED ACT: Regulation of the European Parliament and of the Council.
ROLE OF THE EUROPEAN PARLIAMENT: the European Parliament decides in accordance with the ordinary legislative procedure and on an equal footing with the Council.
BACKGROUND: on 16 July 2025, the Commission unveiled its proposal for the next Multiannual Financial Framework (MFF) 2028-2034, a budget of nearly EUR 2 trillion between 2028 and 2034 designed to strengthen Europe's sovereignty, competitiveness and resilience.
In this context, this proposal, together with the proposal for a regulation establishing Union support for the Schengen area, European integrated border management and the common visa policy, and the proposal for a regulation establishing Union support for internal security, provide the specific legal framework for Union action in the areas of effective migration management and asylum for the period from 1 January 2028 to 31 December 2034.
The Pact on Migration and Asylum establishes a comprehensive approach to asylum, migration, and border management, based on solidarity and fair responsibility-sharing among Member States. Its success depends on collective commitment, with each Member State required to develop a national plan in line with the Commission's Common Implementation Plan. Implementation requires national reforms and significant financial resources supported by EU funds.
The scope of Union assistance should be coherent with political priorities and flexible, so as to allow for new developments to be taken into account. This proposal aims to address the need for greater flexibility in the management of Union support, including a stronger performance orientation, as well as increased simplification for all actors involved in its implementation.
CONTENT: the proposed regulation sets out the objectives and financing of Union support for the implementation, strengthening and development of the common asylum policy and the common immigration policy for the period from 1 January 2028 to 31 December 2034. The Union support will contribute to the efficient management of migration flows and asylum, including by providing support for the implementation, strengthening and development of the Pact on Migration and Asylum, and the common system of temporary protection for displaced persons in the event of a mass influx.
Financing
The indicative financial envelope for the implementation of the objectives under Union support is set at EUR 11 975 428 500 in current prices for the period 2028-2034. This Union support will be provided under the horizontal rules of the European Fund for Economic, Social and Territorial Cohesion, Agriculture and Rural Affairs, Fisheries and Maritime Affairs, Prosperity and Security.
Support for asylum, migration and integration
In order to ensure efficient management of migration flows, Union support will contribute to each of the following objectives:
- strengthen and develop all aspects of the Common European Asylum System;
- enhance effective, safe and dignified return and readmission, promote and contribute to effective reintegration in third countries, and contribute to the fight against irregular migration by preventing and combating migrant smuggling and trafficking in human beings, as well as the instrumentalisation of irregular migration;
- strengthen and develop legal migration to Member States according to their needs, and promote and contribute to the effective integration and social inclusion of third-country nationals during the early phases of settlement;
- ensure solidarity and fair sharing of responsibilities between Member States, including through practical cooperation, innovative methods and new technologies.
Member States should ensure that the priorities of their national and regional partnership plans include actions to achieve each of the objectives of Union support under the Regulation and that the allocation of resources between the objectives is proportionate to the challenges and needs identified.
Resettlement, humanitarian admission and transfer of applicants for international protection
A Member State will receive, in addition to their allocation:
- an amount of EUR 10 000 for each person admitted under resettlement;
- an amount of EUR 6 000 for each person admitted through humanitarian admission, this amount being able to be increased to EUR 8 000 for persons belonging to one or more vulnerable groups: women and children at risk, minors, persons with medical needs that can only be met through humanitarian admission;
- an additional amount of EUR 10 000 (i) per applicant for international protection for whom that Member State becomes responsible following relocation; (ii) per beneficiary of international protection relocated to that Member State. These amounts will be increased to EUR 12 000 for each applicant for international protection or beneficiary of international protection, respectively, who is an unaccompanied minor relocated to that Member State.
Union support will be provided to the activities and future development of the European Migration Network.
