Alignment with the EU economic governance framework and further simplification of that framework
The Committee on Economic and Monetary Affairs adopted a report by Markus FERBER (EPP, DE) and Carla TAVARES (S&D, PT) on the proposal for a regulation of the European Parliament and of the Council amending Regulations (EU) No 1173/2011 and (EU) No 473/2013 as regards alignment with the EU economic governance framework and further simplification of that framework.
Members support the Commission's proposal, which aims to ensure consistency between Regulation (EU) No 473/2013 on common provisions for monitoring and assessing draft budgetary plans and ensuring the correction of excessive deficit of the Member States in the euro area (DPB Regulation) and Regulation (EU) No 1173/2011 on the effective enforcement of budgetary surveillance in the euro area (Sanctions Regulation), on the one hand, and the reformed EU governance framework, on the other.
The proposed amendments will also introduce a number of simplifications in the DPB Regulation and the Sanctions Regulation, which will streamline the overall framework for EU economic governance, reduce the administrative burden on Member States and contribute to the Commission's simplification agenda.
The relevant committee stresses the need to enhance dialogue between the EU institutions, in particular the European Parliament, the Council and the Commission, and to ensure greater transparency and accountability.
Information to the European Parliament
It proposes to introduce an amendment on information to Parliament stipulating that information transmitted by the Commission to the Council or any of its preparatory bodies in the context of this Regulation or its implementation will simultaneously be made available to the European Parliament, subject to confidentiality arrangements if necessary. Relevant outcomes of discussions held in Council preparatory bodies will be shared with the competent committee of the European Parliament.
The Member State concerned may request the Commission to redact sensitive or confidential information the disclosure of which would jeopardise public interests of that Member State. In such a case, the Commission will liaise with the European Parliament and the Council regarding how the redacted information can be made available to them in a confidential manner in accordance with the applicable rules.
