2025 Commission report on Moldova
The European Parliament adopted by 505 votes to 115, with 45 abstentions, a resolution on the 2025 Commission report on Moldova.
Progress report on reforms related to accession to the European Union
Parliament commended Moldova's exemplary commitment to EU accession and the steadfast progress it is making in implementing the associated reforms, despite significant internal and external obstacles, such as Russia's persistent hostile interference. It welcomed the Commission's assessment that Moldova has made progress on all chapters and is the candidate country that has achieved the greatest annual progress. It urged the Council to adopt a merit-based approach and to formally open all clusters without further delay, stressing that the pace of Moldova's accession process should be aligned with the significant progress it has made on reforms.
Parliament took note of the Commission's assessment that Moldova has made good progress in reforming its judicial sector, as well as the steady progress made in preventing and combating corruption. Anti-corruption efforts must continue in a coherent, depoliticised, and transparent manner. Furthermore, it remains a high priority to continue combating the influence of oligarchic structures in politics, the economy, and the media.
Members also welcomed the efforts made by the Moldovan authorities to improve the legislative framework on gender equality, combating domestic violence and protecting victims, and to align this framework with international and European standards, including the criminalisation of digital violence and forced marriage, as well as the introduction of femicide into the Moldovan penal code.
Parliament called on the Moldovan authorities to take advantage of the strong pro-European mandate entrusted to them to accelerate the pace of key reforms required to make progress towards EU membership and to meet their ambition to conclude accession negotiations by the beginning of 2028.
Russia's persistent interference in Moldova
Members commended the resilience shown by Moldovan institutions and society in preserving the integrity of the electoral process despite a massive hybrid campaign waged by Russia and its allies. Parliament warned of the ongoing and evolving nature of Russia's malicious interference. It called on the EU and its Member States to strengthen their support for Moldovan institutional resilience, strategic communication capabilities, cybersecurity, independent media, and democratic safeguards.
Socio-economic reforms
Parliament welcomed the satisfactory progress made so far in implementing the growth plan for Moldova and the underpinning reform programmes, which aims to support the country's socio-economic and fundamental reforms and strengthen Moldova's access to the EU's single market.
Members called on the Commission to provide administrative and technical assistance to the Moldovan authorities to ensure the timely and effective absorption of funds from the Reform and Growth Facility. They also requested that the EU's 2027 budget include targeted administrative and technical assistance to prepare Moldova for the transition to the new structure of the upcoming multiannual financial framework (MFF) and the Global Europe instrument.
Parliament welcomed the deepening of Moldova's economic integration into the EU's single market and encouraged the adoption of further measures towards gradual sectoral integration and an ambitious, progressive and sustainable liberalisation of trade, including through the expansion and easing of tariff-rate quotas and, where appropriate, their progressive elimination, in order to deliver tangible economic benefits and support Moldova's European membership path.
Energy, environment
Parliament welcomed Moldova's continued efforts to bring its energy sector into line with the EU acquis and to progress towards its full integration into the EU energy market. Among the member countries of the Energy Community, Moldova has achieved the best results in transposing EU legislation. Moldova should continue to diversify its energy supply sources, accelerate its integration into the European energy market, and increase investment in energy efficiency.
Members also welcomed the government's March 2025 action plan aimed at eliminating all dependence on Russian energy resources in the electricity, gas and oil sectors.
Cooperation in common foreign and security policy and Transnistria
The resolution noted that Moldova is 88% aligned with the EU's foreign, security, and defence policy, including with regard to EU sanctions against Russia. It called on the country to further strengthen this alignment and to continue cooperation aimed at preventing the circumvention of sanctions adopted against Russia and Belarus in connection with Russia's war of aggression against Ukraine.
Parliament affirmed its unwavering commitment to the territorial integrity of Moldova and to the peaceful resolution of the conflict, based on the country's sovereignty and territorial integrity within its internationally recognised borders.
It encouraged Moldova to continue its reintegration efforts and called on Russia to respect its international obligations by immediately and unconditionally withdrawing all its military personnel, equipment, and munitions from the Transnistria region, the presence of which constitutes a serious violation of international law and a direct threat to the security of Moldova and the wider European neighbourhood.
Members strongly condemned the repeated and unauthorised incursions of Russian drones into Moldovan airspace since 2022, which constitute a serious violation of Moldova's sovereignty and territorial integrity.
