Development of trans-European networks in the energy sector

None of the amendments tabled was acceptable, according to Commissioner Papoutsis. In indicating as financial resources the funds destined for the trans-European networks, Amendment No 1 did not appear to take account of the financial regulation adopted by the Council on 18 September 1995. Amendment No 2 gave priority to the energy networks that promoted the development of economic and social cohesion when using the Community funds applicable, but this would change the selection criteria on which the financial mechanisms were based. Finally, Amendment No 3 on the committee procedure contradicted the Commission’s desire to simplify the procedures given that Parliament’s rights were already guaranteed in this instance.
