Registration documents for motor vehicles and their trailers

The Common Position largely corresponds to the Commission proposal and integrates the essence of the changes proposed by the Parliament in its first reading, which were adopted by the Commission in its amended proposal. The Council notably introduced changes in the following areas: - allowing for the use of temporary registration documents which may not meet all the requirements of the Directive; - including a definition of "holder of the registration certificate" and refining the definition of "registration"; - allowing Member States to chose between a two-part or single-part certificate; - requiring Member States to inform another member State of the withdrawal of a registration certificate issued by the latter; - requiring that the Committee referred to was that established by Article 8 of Council Directive 96/96/EC of 20th December 1996 on the approximation of laws of the Member States relating to roadworthiness tests for vehicles and their trailers; - making provision for the exchange of information, in particular by means of an electronic network, regarding transfers of ownership of vehicles so as to give additional protection against illegal trafficking of vehicles.�
