Burning behaviour of materials used in the interior construction of certain categories of motor vehicle

The common position adopted by the Council considerably simplified and adapted the articles of the draft directive to take account of the provisions of the new framework directive (92/53/EEC).
- Annexes I, II and III were also adapted to take into account the provisions of Directive 92/53/EEC, including those relating to the procedure to be followed for EEC type-approval applications, type-approval modifications and conformity of production. The Council also introduced measures which extended type-approval to include components as technical entities;
- the scope of the Directive was amended in order to bring it into line with corresponding regulations (36 and 52) applied by the United Nations Economic Commission for Europe (Geneva);
- it was also laid down that those Member States with national legislation on combustion behaviour which applied to categories of vehicle other than those referred to in the Directive could continue to apply this legislation, while being required to accept type approval for all the vehicles allocated in accordance with the provisions of the Directive;
- comitology: the Council replaced the consultative committee procedure with that of the regulatory committee.
