Health policy: animal by-products not intended for human consumption, animal proteins in animal feed

Following two trialogues, the Conciliation Committee reached agreement on the proposed regulation. The main results reached in the negotiations can be summarised as follows: - Feed for pets shall be marked indelibly and clear information shall accompany animal by-products to make them more traceable; premises for the processing of animal by-products intended for human consumption shall be separated from premises where products not intended for human consumption are processed in order to prevent cross-contamination; - Member States shall establish safe methods for the collection, transport and disposal of category 3 food waste (material fit for human consumption); - Transitional arrangements (up to 1 November 2006) for the handling of food waste can be adopted through comitology if there are deemed to be sufficient grounds for giving the enterprises concerned more time to adapt to the new Regulation. The Scientific Committee shall decide on controls and minimum requirements for health protection during the transitional period; - The Commission has undertaken to submit a proposal for a new directive on biowaste, including food waste, by the end of 2004.�
