Decentralized Community agencies: Agency for security and health at work (amend. Regul. 2062/94/EC)
1995/0809(CNS)
The proposal seeks to introduce technical amendments to the Regulation establishing a European Agency for Safety and Health at Work. These amendments relate to the number of members of the Agency's Administrative Board following the enlargement of the Community.
The Council decided to modify the legal basis of this proposal, basing it not on Article 169 of the Act of Accession of 1994 (as proposed by the Commission) but on Article 235 of the Treaty on European Union.
The Council did introduce amendments, at its meeting of 20.02.1995, which went beyond a simple technical adjustment to the Regulation and has decided, as a result, to consult Parliament on the following points:
- the Administrative Board would comprise 48 members, of whom 15 would represent the Member States, 15 the employers' organizations, 15 the employees' organizations and 3 the Commission;
- the members' term of office would be for 3 years and was renewable;
- decisions would be taken by a majority of two-thirds of the votes.
