European Police College (CEPOL): seat. Initiative United Kingdom

PURPOSE : to amend Decision 2000/820/JHA establishing a European Police College (CEPOL).
PROPOSED ACT : Council Decision (Initiative of the United Kingdom).
CONTENT : the European Police College (CEPOL) was created in 2000 by Council Decision 2000/820/JHA . However, the Decision did not fix a definitive seat for the CEPOL.
The Representatives of the Member States, meeting at the Head of State or Government level on 31.12.2003, agreed on the location of the seats of certain offices and Agencies of the European Union, including the seat of the European Police College.
As a consequence, this initiative intends to modify Decision 2000/820/JHA so as to stipulate that CEPOL shall have its seat in Bramshill, United Kingdom.
Moreover, the initiative proposes that the governing board shall set up a permanent secretariat to assist CEPOL with the administrative tasks necessary for it to function and implement the annual programme and, where appropriate, the additional programmes and initiatives. The permanent secretariat may be set up within one of the national police academies.
It is provided that the necessary arrangements be made concerning the accommodation to be provided for CEPOL in the United Kingdom and the facilities to be made available by the United Kingdom as well as particular rules applicable in the United Kingdom to members of CEPOL's organs, its Director, employees and members of their families shall be laid down in a headquarters agreement between CEPOL and the United Kingdom after obtaining the unanimous approval of the governing board.�
