Agreements EC/Bulgaria, EC/Hungary: road and combined transport, repartition of authorizations

PURPOSE: to distribute authorisations among Member States received through the Agreements establishing certain conditions for the carriage of goods by road and the promotion of combined transport with Hungary and Bulgaria. COMMUNITY MEASURE: Regulation 658/2001/EC of the European Parliament and the Council concerning the distribution of authorisations among Member States received through the Agreements establishing certain conditions for the carriage of goods by road and the promotion of combined transport between the European Community and the Republic of Bulgaria and between the European Community and the Republic of Hungary. CONTENT: in compliance with the Agreements establishing certain conditions for the carriage of goods by road and the promotion of combined transport between the European Community, Hungary and Bulgaria (refer to AVC/1999/0266 and 0268), the European Community will receive authorisations from these countries concerning carriage by road, to be allocated among its Member States. These Agreements seek to resolve the problem of road links between Greece and the other Member States for the transport of goods through the corridor constituted by Bulgaria, Romania and Hungary. In particular, the Agreements provide that the 13.000 authorisations received each year from Bulgaria and the 12.500 annual authorisations from Hungary are shared out between the Member States according to a separate regulation of the Council and the European Parliament. Against this background, the objective of the regulation is: - to establish rules concerning the allocation and the management of authorisations granted to the Community; - to allocate, in an Annex, the total number of authorisations granted to each Member State while allowing the Commission, where appropriate, to modify the allocation of authorisations between Member States (at the earliest three years after entry into force of the regulation). Member States shall distribute authorisations amongst undertakings established in their territory according to objective and non-discriminatory criteria. Before 15 September of each year, the compentent authorities of the Member States shall return to the Commission those authorisations which, on the basis of available data and estimates, are unlikely to be used before the end of that year. The Commission shall allocate these returned authorisations taking account of the distribution key in the Annex and the request of Member States for additional authorisations.
