Conservation of Antarctic marine living resources: catch documentation scheme for Dissostichus spp.

PURPOSE : to establish a catch documentation scheme for Dissostichus spp. COMMUNITY MEASURE : Council Regulation 1035/2001/EC. CONTENT : the Convention on the Conservation of Antartic Marine Living Resources ("the Convention") provides for the establishment of a Commission for the conservation of Antartic marine living resources (CCAMLR). The latter introduces a catch documentation scheme for Dissostichus spp. which is intended to monitor international trade in the species and to identify the origins of all Dissostichus spp. imported from or exported to the territories of CCMLAR Contracting Parties, of which the Community is one. The catch document is also intended to determine whether Dissostichus spp. has been harvested in the convention area in a manner consistent with CCAMLR conservation measures and to collect catch data. This regulation lays down the specific obligations: - of the flag state, which have to take all measures necessary to ensure that their flag vessels authorised to engage in harvesting Dissostichus spp., have completed a catch document. - of the master, who needs to follow specified procedure prior to each landing and transshipment. - of Member States, who must identify the origin of all Dissostichus spp. imported into or exported from their territory, and determine whether it was caught in accordance with CCAMLR rules. - of importers and exporters, who must supply certain data.
