Cooperation EC/Latin America and Asian countries: aid to uprooted people after 31/12/2000

PURPOSE : to establish a programme of support and assistance for uprooted people in Asia and Latin America. COMMUNITY MEASURE : Regulation 2130/2001/EC of the European Parliament and of the Council on operations to aid uprooted people in Asian and Latin American developing countries. CONTENT: This Regulation sets up a programme for uprooted peoples in the above regions. It must contribute to those of their requirements which are not covered by humanitarian aid, and must carry out long term activities aimed at making uprooted peoples self-sufficient and integrated. In particular, the programme must provide for the basic needs of those persons from the time a humanitarian emergency subsides to the adoption of a long-term solution to resolve their status. The objectives of the programme will include the establishment of democratic structures and the promotion of human rights. The definition of uprooted peoples includes regugess, displacedp ersons and demobilised former soldiers. Actions to be supported include the provision of food aid, the development of self-sufficiency by means of agricultural production, cattle farming and fish farming, developing infrastructure, setting up credit systems, basic education and health. Particular attention should be paid to women and children. Partners eligible for financial support in the form of grants include NGOs and community-based organisations. The financial framework for the period 2001 to 2004 is set at EUR 200 million. A financial contribution from partners will be sought for each operation. In the case of NGO's and community-based organisations, this contribution may be made in kind. ENTRY INTO FORCE : 03/11/01. The Regulation shall apply until 31/12/04.�
