SAVE II: improving energy efficiency in the Community

The common position accepted 13 amendments adopted by Parliament and incorporated in the amended Commission proposal. It strengthens the Commission and Parliament opinion according to which Art. 130s EC is the appropriate legal basis for this action. The Council accepted the concept of quantifiable objective and introduced it into the preamble (and not into Article 1 as proposed by the Commission and Parliament). Furthermore, the Council departed from the Commission proposal by introducing new provisions aimed at: - inclusion of a 'reference amount' of ECU 45 million; - choice of a joint committee (type I for expenditure of less than ECU 100 000 and type II for expenditure of more than ECU 100 000); - introduction of a provision for the Commission to submit to the Council and Parliament, before the end of 1997, a Communication on the coordination of all programmes in the energy sector. �
