Sheepmeat and goatmeat: common organisation of the market CMO, reform

PURPOSE : to adopt a Regulation on the organisation of the market in sheepmeat and goatmeat.
COMMUNITY MEASURE : Council Regulation 2529/2001/EC on the common organisation of the market in sheepmeat and goatmeat.
CONTENT : the Council, on the basis of a compromise text from the Presidency, adopted this Regulation with the Austrian, Irish and Swedish delegation voting against it.
The Presidency presented a new compromise text with regard to the amount of aid, this question was the only obstacle in view of reaching an agreement on this Regulation.
This compromise text provides for the creation of "national budgets" or supplementary payments of a total amount of EUR 72 million. These "budgets" are calculated on the basis of the premiums paid in each of the Member States.
By 31 December 2005 at the latest, the Commission shall report on the environmental consequences of sheep and goat farming in certain regions of the Community as well as on the impact of the premium regime and on the functioning of the additional payment system, taking into account the consequences of the improvement in the identification and registration of sheep and goat. If appropriate the report shall take account in particular of reports made by the Member States on the implementation of measures provided for under Article 3 of Regulation 1259/1999/EC.
ENTRY INTO FORCE : 22.12.2001. It shall apply from 01.01.2002.�
